Preamble:
The Sierra Leone Technology Training Centre (SLTTC) is established as a Community-Based Organization (CBO) under the auspices of Rescue Perishing Generation Africa (RPG-Africa), aiming to empower youth through technological education, digital skills, and innovati
Article 1: Legal Status and Affiliation
1.1 SLTTC is a project-based institution founded by RPG-Africa.
1.2 It operates under RPG-Africa’s legal and financial oversight.
1.3 It maintains operational independence in project execution.
Article 2: Objectives
2.1 To provide youth and community members with technology-based training.
2.2 To foster digital innovation and entrepreneurship.
2.3 To collaborate with local and international institutions for capacity building.
Article 3: Governance Structure
3.1 Project Director (SLTTC): Responsible for daily operations and reporting to the CEO and Founder SLTTC.
3.2 Finance Officers: Responsible for executing financial transactions under dual control..
4: Financial Accountability
4.1 All financial transactions must comply with the Dual Control Principle.
4.2 Designated Officers:
- Finance Officer 1: Mr. Patrick Seville
- CEO and Founder 2: Mr. Ibrahim Lebbie (to be confirmed)
4.3 Two independent auditors will review all receipts, payments, and financial reports quarterly.
4.4 Both analogue and digital records of all financial activities must be maintained and accessible to the Board of NADEUM Austria and donors
Article 5: Board Oversight
5.1 The RPG-Africa Board oversees all strategic decisions.
5.2 The board may intervene if SLTTC acts outside its mandate or misuses funds.
Article 6: Reporting
6.1 The Project Director shall submit monthly and quarterly reports to the board of SLTTC.
6.2 All major financial decisions must be approved by both finance officers and reported to the Chief operating officer COO.
