Business plan: Sierra Leone Technology Training Centre (SLTTC)

1. Executive summary The Sierra Leone Technology Training Centre (SLTTC) project is a one-year training and awareness programme focusing on digital skills and cyber security. The aim is to improve the digital participation and employability of young people, school dropouts, people with disabilities, local institutions, schools and entrepreneurs in Sierra Leone through targeted technology training and education. The programme takes place in Freetown, Bo, Kenema, Makeni and selected rural communities.

2. Project Description The SLTTC offers:

  • Technology training in basic digital skills, programming, digital entrepreneurship and cyber security.
  • Awareness campaigns on digital security and data protection.
  • Inclusive courses for people with disabilities.
  • Establishment of training centres in central locations.

3. Target groups

  • Young people and young adults (15–35 years)

4. Project objectives

5. Locations

  • Freetown (capital, urban centre)
  • Bo (second capital, educational centre)
  • Kenema (largest city in the east, important trading city)
  • Makeni (central region, access to rural areas)
  • Rural communities (decentralised access for disadvantaged target groups)

6. Implementation strategy

  • Establishment of five technology centres with Wi-Fi and solar-powered equipment
  • Recruitment of local trainers and IT experts
  • Curriculum development in partnership with local educational institutions
  • Partnerships with ministries, NGOs and companies
  • Monitoring and evaluation through regular progress reports

7. Timeline (12 months)

  • Month 1–2: Set up & recruit training staff
  • Month 3–4: Start training in Freetown and Bo
  • Month 5–6: Expansion to Kenema and Makeni
  • Month 7–8: Rollout in rural areas
  • Month 9–11: Ongoing training, M&E, events
  • Month 12: Final reports, certifications, follow-up planning

9. Sustainability

  • Revenue from moderate course fees for urban participants
  • Partnerships with public authorities for follow-up funding
  • Training of local trainers to continue the programme
  • Development of digital platforms for long-term use of the content

10. Outlook After the pilot phase, the SLTTC project will serve as the basis for a permanent digital competence centre in Sierra Leone. Scaling up to other regions and integration into national education strategies are planned in the medium to long term.
